Originally issued in the early 2000s the FLC served as a quick detach tactical MOLLE vest to be worn over the standard plate carrier. This vest features enough MOLLE attachment points to set it up anyway you need to that your gear will alway be where you can reach for it.  A mesh back and adjustable sizing allows you to use it with a pack and other gear without getting in the way.
